New constraint programming blog: Be-cool Blog

Be-cool Blog is a new blog about constraint programming (there are very few of these kind of blogs). It is written by the Belgian Constraints Group Be-cool @UCLouvain, Belgium, among them Jean-Noël Monette and Pierre Schaus.
